There is currently a definition of AR in the document:

You are correct that this has come about in mobility related
circles. I think we will have to remember that people who
contribute to this BoF are likely to have a wide range
of backgrounds (wider at least than IP mobility).

Yes. I think that this is always the definition (although it
may not seem so).
