In IPv6, almost all access networks will provide
IPv6 Router Advertisement.  In some cases, this
may not be available without solicitation, although
DNA could easily supply a router solicitation.
Existing procedures can be used to ensure a router
is still reachable, or gain a new one.

In the case where the default router is still
contactable, Neighbor Solicitation could be used
to check the reachability of the router.
I think that your v4 Movement Detection draft
undertakes similar operation with ARP.

There are complicating factors regarding the
uniqueness of the router's address, but in
most cases, it should be possible to detect a
change of router without DHC operation.
