Yes. In IPv4 IRDP may or may not be available, so a Router Solicitation
might not be answered. That means that a change to a new router may not be
detectable without DHCPv4.  However, a change to a previously encountered
router is detectable via ARP.

Do you mean the router's IP address uniqueness?  The solution to that is
to also check the router's MAC address, no?
