The issue is with non-global scope addresses,
particularly link-local addresses.
Unfortunately, this is not possible since the
Link-Local addresses are often derived from
MAC addresses in IPv6.
The main issue is hardware NICs on a single device
which share the same MAC address across several
interfaces. While this is not a very common
scenario, it has happened in the past, ans may
also be when changing virtual-link instances
such as moving between VLANs connected to a one-arm
router.
If another globally unique identifier is available
(for example a global prefix) this can be used to
disambiguate things.
If the issue is still cloudy and DHC is available,
I am sure that it will be used.
