It would make sense to the address against the "addrconf" prefixes (those
that have the A bit set) if it was allocated by stateless address autoconfig,
and check with the DHCP server if it was allocated by DHCP.
I haven't thought about hints that would indicate that it is more or less
likely to be on a new link; a separate "link identifier" advertised in RAs
would certainly do the job but perhaps there are some heuristic hints
that can be applied in the absense of such information.
