I do not think it is necessary to check with the DHCP server if it is
possible to demonstrate reachability to the primary default gateway
corresponding to a still valid lease.

There are a number of hints that might fall in this category.  For
example, while retaining the same 802.11 SSID is a necessary but not
sufficient condition for remaining on the same link, changing SSIDs typically
implies a change of link.  With "device discovery" protocols (e.g. CDP,
LLDP, DDP) growing in popularity, hints are increasingly available and can
be used to good effect.
