It is necessary to check *both* the IP address and MAC address as part of
the reachability demonstration.  For example, this could be done by
sending a unicast ARP Request with a destination address of the primary
default gateway MAC address. Or a broadcast Request could be sent, but the
MAC address in the Response could be checked.
