[DNA-BOF] Details of HDCPv6 Confirm message handling

The details I couldn't recall at the BOF about DHCPv6 Confirm message 
transmission are in sections 5.5, 18.12, 18.2.2.  In summary:

First Confirm message is delayed a random interval
between 0 and 1 seconds after the potential
movement detection event

If no response is received, subsequent messages
are sent with exponential backoff delay up to
a maximum delay of 4 seconds

If no response is received in 10 seconds, the
client gives up and assumes that there is no
DHCPv6 server
