[DNA-BOF] Initializing Charter Discussion

Hi,

At the BoF there was a strong feeling that the
work which was discussed was worthwhile pursuing as
an IETF Working Group.

At this stage, we have a number of tasks to undertake
so that we can create a working group.  I'll be referring
to RFC2418/BCP25 on this matter.

I think that we've got to start the charter discussion

At this stage, there are three things to accomplish in
this discussion (paraphrased from 2418):

1. Administrative issues (Name, Chairs, Area, Responsible AD
				ML name, Archive)

2. Description of WG directions and goals, as well as
    approaches.


3. Milestones and document outputs of the group.


I'd prefer that we don't get too worried about the first
task.  Our main issues and goals are to get a good
description of the group, and define the deliverables
for the WG.

What I'll do is follow up the discussion of the
WG description and Milestones into separate emails,
because of the potential length of these emails and
discussions.

I fully expect that we'll have to bring parts of these
discussions together as work continues on each of these
two charter tasks.

Initially I'll present them separately so that we
can determine the requirements for each.
