Yeah, I guess it's debatable whether A belongs in B, but
the mechanisms use similar signals and happen at similar
times, and will need to be compatible with each other, so
having them under the one WG might be a good idea.
I'd like to get some clarification from the ADs that this
is going to be acceptable to them, though.
