I agree with you. Quickly sending and receiving packets can be
applicable for some kinds of other scenarios than Mobile IPv6.
So, it seems be right that Chater should not designate a particular
application for DAD optimization.

I agree it seems to belong in the requirement or solution draft. However,
RFC 2418 (IETF Working Group Guidelines and Procedures) says that
a charter also describes the approach that will be taken to achieve the goals.
So, the statement about strategies seems to be also reasonable for charter.
But, I don't like to make initial full charter so long. Therefore, if initial
full charter has space to spare for it, let's insert it to that.
