This seems like a fine description of "Implicit Link Hints" -
basically, implicit link hints based on artifacts of existing
link behaviors, typically designed with no awareness of
IP. I would also suggest some work on "Explicit Link
Hints" - future subnetworks that are intended to give link
hints to IP explicitly.
It seems to me that a lot of problems would go away if
subnetworks said "your subnetwork has changed", instead
of trying to read the runes of SSIDs (oops, all the home
systems have the default value), RAs (oops, all the home
systems have the default value), etc.
