I agree that this is work which would make L3 detection
easier. It's not really IETF work, though.
One of the action points from the BoF session was to
establish liaison with IEEE and other link-layer
standardization authorities (as available) in order
to assist development of L2's which support
our requirements.
I think we need to capture this well in the charter.

The group will also undertake liaison opportunities
with link-layer standardization authorities, in an effort
to improve the quality of link indications for network
attachment detection in future wireless link technologies."
Does this cover our needs (for the charter anyway?)
