[DNA-BOF] Attachment Detection charter text for discussion



While I have previously posted text for discussion
about Attachment detection, this dates from before
the BoF.

Since then focus has changed, and it is worthwhile
reviewing and reforming this text.

Please see the thread "Charter Organization"
for the overall status of the charter, and
the current plan for developing the charter.

Here is a text proposal for the Attachment Detection
section of the description:


"Network Attachment occurs when a host arrives on
a new IP subnet. When attaching to a network, a
host either has current configuration for this
subnet or it must configure addresses. A host
determines whether it requires additional
configuration by Network Attachment Detection.

Rapid attachment detection is required when a host
has existing upper layer protocols sessions.
This may be the case if a host is connected
intermittently, is a mobile host or has urgent data
to transmit upon attachment to a link.

For these nodes, it is also important detect if an
acquired subnet or link is new, or has already been visited.
This information may be used to distinguish between
events where configuration must be initiated, or a
host already has valid configuration.

In the goals section:
"  * Describe existing attachment detection issues
      encountered in DHC, ZEROCONF, IPv6 and Mobileip WGs,
      documenting procedures which provide robust
      attachment detection for IPv4 and IPv6 hosts.

    * Undertake work to provide optimizations to network
      attachment detection for time-constrained systems,
      such as MobileIPv6.

    * Liaise with other working groups which perform
      attachment detection, to ensure their requirements
      for detecting network attachment are met.
"
