Hi all

I've written minimized DAD with new timer and parameters
instead of current DAD.
The Wireless Lan is a good example for mDAD at this stage.  
Another environments should be covered in near future, but they 
have low priority (just) for now.

The suitably estimated value will be covered in near future
through various evaluations.
