Are we going to (for example) check bidirectional reachability
with our router when we wake up?

I'd guess you'd have to be watching ARP/ND packets too.

The original text here mainly has examples to position the charter
in everyone's thinking.

Do you think we need to mention power-saving devices here?

This is understandable (for example if we've got a
low earth orbit satellite passing, or needs to send in Internet
Drafts while passing a hot-spot on a motorcycle.. :)

Do you think that it's necessary to mention here though?

know this is not the only reason?
