It depends on the form of "IP authentication".  In the most common form,
Web Portal, it's possible for the host to send packets from any address,
link-local or not.  In fact, it's not only possible, it's required for
authentication to proceed -- without an attempt to reach a web server, DNS
re-direct and the resulting web authentication form won't be available.
