They are fallible *for the purpose of configuring L3 connectivity*.  Even
if you know for certain that there is L2 connectivity, this does not
necessarily mean that the L3 network is functioning.  That's why the
reachability test is necessary -- it provides confirmation that the host
is in fact attached to the "most likely" network in a way that is
meaningful at L3, not just at L2.
