[DNA-BOF] Quality control plan for DNA
Hi,
Feedback from the Internet area chairs
indicates that it may be helpful to have
a quality plan which can be used as an
internal set of requirements for
document development.
It is unlikely that we'll get time for
a discussion of this before the IESG
conference call where it is proposed
that DNA begins the charter process.
In any case, whether this is part of the
charter or not, it may be appropriate to
define a set of operating principles
for the group, to assist generating high
quality documents.
This seems quite reasonable to me, as
it makes some of the development and decision
making processes more transparent.
Based on a suggested MOBIKE quality plan,
here's a suggestion for one which may be
applicable to DNA.
Please tell me if you think this is appropriate,
and whether it is sufficient.

Quality Control Plan
In order to ensure quality of work:
* All drafts will need to undergo review prior to
acceptance as WG work items, which includes
demonstration that the drafts provide a simple
solution to a restricted and well-understood
problem and that the solutions do not interact
negatively with existing IPv6 configuration
and security features, such as SEND.
* This WG will not be chartered before sufficient
resources can be demonstrated to be available.
This includes recruitment of a core of editors
and reviewers with significant IETF experience
and demonstrated time commitment.
* An effort will be made to determine interest
from vendors and service providers about the
inclusion of the proposed features in their
plans.
* Any protocol modifications or development
will require a sample implementation to be
produced before the document is submitted to
the IESG.
* The WG will utilize an issue tracking system,
and automatically produce difference files
between draft revisions.

Corollaries to this plan would be that
WG documents need to be sent to the chairs
for diffing, or URLs of diffs need to be
provided.
URLs for issues lists would have to be provided
to Chairs, so that they can be linked from
the DNA web pages.
Also, if you're willing to commit time for work
as an author, editor or reviewer, this would be
helpful.
Offers of assistance will remain confidential to
the Chairs, who will divulge this information
to the ADs and IESG upon the offerer's permission.
