The version 01 of the link-layer triggers and hints draft is available at:

Please read and provide feedback.

Note that now link-layer event notifications such as link-up and link-down
are categorized as link-layer triggers. Auxilary information that is
optionally tagged along the trigger is called a hint. An example hint is the
IP address configured during PPP establishment. This classification is along
the lines of what I had presented at the last IETF.
