Hi Bernard,

I agree that a host risks ending up with longer latency if it tries to
reuse an existing address than acquire a new one right away. That
happens when a hint or the collected associated configuration
information is unreliable. It also happens when reachability test or DAD
fail. Having said that, I think it is worth giving the reusing a shot
despite the potential downside.
