[DNA] [Announce] DNA in IPv6 Goals I-D Update

Dear DNA Group

We have updated DNA in IPv6 Goals draft. Here are the 
main changes.

Firstly we combined the first 4 chapters into 2 like below. 
1. Introduction
2. Detecting Network Attachment in Existing IPv6 Systems 

For the other chapters, we just polished sentences without 
structural change. 

Secondly, we made several editorial changes according 
to the feedback. We took into use the term "Attachment Point". 
But we also used the terms 'link-layer connection' or 'network 
attachment,' when they seemed more appropriate.
