Overall I wish BCP draft to be more focused. While this document contains
many useful (but, IMO, irrelevant to DNA) things, it doesn't say much about
how a host can verify whether it is attached to the same link or a different
one.

I think that DNA schemes will check for link change to determine that
a host get a Internet connection. After a link identity detection,
if necessary, ND procedures kicks in to ascertain Internet Connection.
