[DNA] [Announce] DNA solution framework I-D

Dear DNA Group

Erik Nordmark and I submitted the following draft as a solution work. 

DNA solution framework

This draft captures the authors' personal opinions and is intended to 
serve as input to the discussion for the solution in the DNA WG.  

It's our intention to provide the whole picture (NOT to decide specific issues). 
Right now there are a few solution related drafts, LinkID, FRD, FastRA et cetra. 
We try to sketch how several proposals to be put together to form efficient 
DNA schemes. 

First we present a few assumptions for DNA solution. The draft proposes 
the solution to be based on 1) Link Identifier, 2) RA optimized for DNA 
and 3) Quick delivery of an RA and sketches what rough shape DNA solution 
will take.  

The draft also proposes definite work items that DNA WG needs to work on 
and enumerate several issues to be resolved for efficient DNA solution.
