[DNA] Deterministic Fast RA Configuration draft submitted

Erik, Brett and I have just submitted a new draft on
automated calculation of delay offsets for routers
undertaking FastRA:

"Deterministic Fast Router Advertisement Configuration"

Abstract:

  Neighbour Discovery forces routers responding to Router Solicitations
  to delay a random interval of 0-500 ms in order to prevent contention
  and bandwidth utilization by multiple responding routers.  Routers
  receiving solicitations may need to quickly send responding Router
  Advertisements faster than allowed in IPv6 Neighbour Discovery.

  In order to provide fast router response, Fast Router Advertisements
  have been proposed, which do not randomly delay.  This document
  describes an automatic arbitration and configuration mechanism to
  allow hosts to securely agree on the relative ordering and delay of
  their Fast Router Advertisements.
