[DNA] L2 handover skew randomizing RS transmission?

How significant is this skew? Does it imply that if the RS was
sent immediately (without any random delay) that the host is associated
with the new AP, that the RS messages would not collide with eachother?
Or is there still a need to randomize the RS transmission to
make things perform well.
