[DNA] Issue 1, 2, 3: Removal

Dear Greg & Jari (Pekka)

Thanks for your trouble running San Diego meeting. 

Let me summarize the goals related decisions made at the meeting. 

It's my understanding that WG agreed to remove Sec 2 & Sec 3 
from the Goals draft (and, if needed, moved them to BCP draft.) 

So I will 
1) remove Sec 2 entirely from the Goals draft. 
2) reduce Sec 3 to sketch the problems without detailed analysis. 
3) remove the second part of Abstract 
4) incorporate the above changes to modify the draft. 

These will resolve Issue 1, 2, 3. If there is something incorrect or
missing, kindly let me know.
