Right. To put the above more precisely, 

" the implementation could present the packets from the different link-layer 
connections (NOT different links) are arriving on different interfaces to IP." 

An interface only knows that the packets are arriving from different link-layer 
connections. It has no way to determine whether they are from different 
links or not.
