I will respond to your other comments later. I just wanted to clear any misunderstanding on this aspect. I didn't think you had any such motive about authorship - as I said earlier, I only realized that CPL is the only 'link-change' mechanism in the current BCP only two days ago. So, I am not sure one way or ther other about this right now - I MAY agree with you after some thought. I need to think about your comment "I actually don't see the need for "same link" detection that is separate from CPL's movement detection; it just adds complexity." 

I would like the resulting document to be a really good one ;-)
