I think it may make sense to send a completeRA every time an RS is received. 
For example if I prefer implementing Link Identifier based approach instead of 
Landmark based approach, the complete RA is useful. 

The FastRA method should have been a seperate draft, unless we are going to
have a single DNA solution.
