At a minimum, it implies two packets -- but it also implies no need for 
additional protocol work.  This is something to keep in mind since DNAv4 is 
being widely implemented;  it will be tempting for those implementations may 
apply the same approach to DNAv6.

Sending more packets should not be a concern by itself; the issue is how 
many packets are sent within a given time interval.
