It doesn't make much sense, since the link-local address (for most 
IPv6-over-foo specifications) is formed from some hardware IEEE address, 
thus forming it again would result in generating the same link local 
address.

There is a legitimate question of when a host should redo (optimistic) 
DAD, but that is something which makes sense specifying in the DNA 
document(s) and not in 2462bis.
