I think that the draft-ietf-dna-hosts already mentions some
considerations about DAD optimistic behaviour.   Perhaps
it should go there.

Thomas' question about whether CPL and Hosts are really
separate still remains, although I think at an earlier
time, the WG consensus was to keep the drafts separate.

If they're separate, we may wish to send them paired
to the IESG like SEND and CGA (RFC3971 and RFC3972).
This could make some sense, as CGA is mechanism and
SEND a system, like CPL is a mechanism, and DNA is
a system.

Opinions are welcome on this issue.
