Yes, but that one clearly doesn't satisfy the Monday morning IETF 
criteria. I think I saw rtt's to the router fluctuate a lot in 
Vancouver; up to several seconds.

If that's the case, we'd see more packets with this "optimization" - 
first some unicast NSs from each host then a RS to all-routers.
