[DNA] Merger: Existing Tables of contents

Hi,

To enable discussion of mergers of documents, here
are the tables of contents of the existing set of
documents which has been submitted to the repository
for DNA.

HOSTS-03: draft-ietf-dna-hosts-03.txt
CPL-02: draft-ietf-dna-cpl-02.txt
PROTO-00: draft-ietf-dna-protocol-00.txt
TENT-00: draft-ietf-dna-tentative-00.txt

These short names are used in later combinations
of documents to indicate where sections come from.

Keeping these documents separate is considered
Option 1, as previously related.
