I think you've got it the other way around ;)
802.21 linke layer notifications are related
to this.
But seriously, this is about guidance for
network layer components, for classes of events.
802.21 provides a particularly rich and
media independent set of features for this
purpose, but we'll need these hints for DNA
even on devices which do not support 802.21.
An informative reference is an option.
