A DNA host assumes that its Prefix List is complete, i.e. it has the CPL
when
1) it receives a Complete RA or
2) it performs a certain number of RS/ RA exchanges.
   (The current CPL drafts recommends one RS/ RA exchange.)

With the above, I assume that a DNA host would keep the CPL
for the most of time.

However, if a DNA host stays in a non-DNA link for a very
shot time, the host would neither receive a Complete RA nor
be able to perform even single RS/ RA exchange.
