This could be accomplished by tracking the time that has elapsed since 
receipt of a "link down" indication.  This could be included with the
configuration data associated with a given router. 

That way, when the reachability test completes, the host would check
the elapsed time since "link down" against a host-configured parameter 
in order to decide whether to do Optimistic DAD.
