[dna] Change to simple dna reference section

Hi Folks,
   The Complete DNA protocol (draft-ietf-dna-protocol) is listed as a 
normative reference by mistake in draft-ietf-dna-simple-06. I will be 
performing a revision to move it to the informative reference section.
